The Opportunity
We could learn a lot about the movement of people by tracking the
movement of cellphones;
- More and more people are carrying cellphones all the time; and,
- Because cellphone companies are required to be able to locate
a phone calling for emergency services, all newer phones have
GPS-like capability. So, phones can be located and tracked.
The Privacy Problem
HOWEVER, a complete record of someone's movements would show where
that person lives, as well as his travels during the period covered.
Identifying the person being tracked would be relatively easy.
So, people, concerned about the loss of privacy, will not consent
to being tracked in this manner. And, if you can't convince people
that you can protect their privacy, then you will not be able to
obtain and use detailed data on the movement of people.
