The Opportunity
Location technologies like GPS could allow us to learn a lot about the movement of people. In fact, the data is tantalizingly close in that more and more people are carrying cell phones all the time, and all newer phones have some GPS-like capability (so that the phone can be located in the event of a call for Emergency Assistance).


The Privacy Problem
HOWEVER, a complete record of someone's movements would show where that person lives, as well as his travels during the period covered. Identifying the person being tracked would be relatively easy.

So, people, concerned about the loss of privacy, will not consent to being tracked in this manner. And, if you can't convince people that you can protect their privacy, then you will not be able to obtain and use detailed data on the movement of people.
